He said these were the intensification of the armed struggle, since this is the only language South Africa understands, and the pursuit of Secretary General Kurt Waldheim efforts to get Pretoria to accept the peace plan. The plan calls for a cease fire, a monitoring force, gradual withdrawal of South African troops and internationally supervised elections. If this plan is accepted, there is no need to pursue the armed struggle, the Angolan minister said.
He said that the Cuban presence in Angola is justified by repeated South African aggression, but noted that Cubans other than soldiers were in his country and that Cuban participation in the reconstruction of Angola was important.
The Angolan foreign minister also referred to the impunity enjoyed by the Pretoria regime, which benefits from the connivance of countries such as France, Britain, the United States and West Germany that have vast economic interests in South Africa. He said that Pretoria is seeking at any price to perpetuate its occupation of Namibia and to destabilize Angola, using hired agents.
The Angolan representative at the Elisio de Figuereido, said during last week debate on a censure motion against Pretoria that the most recent South African incursion into southern Angola was intended to install the antigoverment guerrillas of Jonas Savimbi, who are backed by South Africa, Mr. Jorge said that resolutions condemning South African aggression such as the one passed by the Security Council last Friday help Angola diplomatically and politically but are not as helpful materially. He renewed the Angolan call for mandatory, allencompassing sanctions against South Africa.
