FBIS SOV 88 187 27 September 1988 new report on the development of the situation came out of Haiti after my conversation with Theodore. Gen Avril has appointed as commander in chief of the country armed forces General Herard Abraham, who held the post of foreign minister in the first military government created after the fall of the Duvalier regime in 1986. Thus, Colonel Paul, who took up this post right after the coup, did not hold on to it for even days. His whereabouts are not known at present. The United States has once again officially issued a demand for Paul to be handed over to justice, which is indicting him on a charge of organizing drug smuggling.
The new head of the military regime has issued an appeal to soldiers, urging them to keep calm, stop arresting officers, and begin discussing the Army urgent problems.
