FOREWORD Mr. Pat Holt, chief of staff of the Senate Foreign Relations Committee, spent the period from June 29 to July in Cuba. On July 28, the Committee considered his report in executive session and ordered it printed for the information of the Senate and of the public generally.
The reasons for Mr. Holt trip to Cubs are fully set forth in the correspondence, which is also published herein, between the Committee and the Department of State with reference to validation of his passport. wish to take this opportunity to express the Committee appreciation to the Government of Cube for giving Mr. Holt a visa and to the many officials of that Government, especially President Dorticós and Prime Minister Castro, for receiving him so cordially while he was in Cuba.
